Yêla-êi Bî (/ˈjɘla/ /ˈɘi/ [severe; intense] [recession]) is a subtropical Small Town located within an unincorporated place located at 23.9398°N by 6.0689°S.
The name Yêla-êi Bî is derived from the Iron Elvish language, as Yêla-êi Bî was founded by Chag Beetles Treg̈kdshê, who was culturaly Iron Elven.
Climate
Yêla-êi Bî has a yearly average temperature of 23°C (73°F), with its average temperature during the summer being a warm 28°C (82°F) and its average temperature during the winter being a cool 19°C (66°F). Yêla-êi Bî receives an average of 70 cm/y (27 in/y) of precipitation, most of which comes in the form of rain during the spring. Yêla-êi Bî covers an area of nearly 4 km2 (1 mi2), and an average elevation of 10182 m (-9544 ft) above sea level.
Overview
Yêla-êi Bî was founded durring the early 9th century, by Chag Beetles Treg̈kdshê. The establishment of Yêla-êi Bî was plagued by a lack of willing colonists. After attempts to pay people to resettle failed Chag Beetles Treg̈kdshê struck deals with nearby nations and communities to establish Yêla-êi Bî as a prison colony.
Yêla-êi Bî was built using the conventions of Iron Elven durring the early 9th century. Naturaly, all settlmentss have their own look to them, and Yêla-êi Bî is no diffrent. The town's buildings feature waddle and daub construction with good timber frames and a stone foundation protected by thatched or shingled rooves. Most buildings with second floors are built in such a way as to overhang into the streets on the upper floors for more space, as building size seems to be the primary indicator of wealth within the community. Most buildings are not decorated with any integral features, but instead use ivy, flowers, and other natural elements in planters of on trellices to breathe life into the structure they grow upon.
Yêla-êi Bî is was constructed arround several spacious baked earthen mainstreets which cross one another at certain axies, with smaller streets branching off of them to premit acess to the many buildings deeper into the road network. The overall fashion is remenessent of a circulatory system, or other organic construct, and is quite effishent in its design. The town is the proud owner of a thick set of fortified walls fashioned from querried stone blocks. While not up to snuff for a fort or castle wall, the town's walls are naturaly much larger than those of forts or castles. Therefore, the construction such a wall is most expencive. Yêla-êi Bî's buget focused wall would serve its community well in battle in spite of looking unimpressive compared to castles and fortresses. Unfortuantly, these top tier civilian fortifications are in extreem disrepair, so much so that one cannot tell if they are decaying from a lack of mantance or damage incured.
Something in your gut tells you that you may be unwelcome in Yêla-êi Bî. The town seems like it’s not showing you the side of itself it would show to others. People mostly ignore your questions. Many folks ask you to leave their establishments, even before you’ve walked inside them. You should probably listen to them, as every time you’re asked to leave the person asking you to leave has referenced the town’s patron divine in some way. The little voice in the back of your mind that tells you when you’re in danger feels like it’s just glaring at you and muttering about how stupid you are for even remaining in town.
Civic Infrastructure
Yêla-êi Bî has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Yêla-êi Bî.
Yêla-êi Bî has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.
Yêla-êi Bî has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Yêla-êi Bî's public wards, blessings, and other arcane systems.
Yêla-êi Bî has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands.
Yêla-êi Bî has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Yêla-êi Bî has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.
Cultural Notes
Yêla-êi Bî's garrison was built using a different architectural style from the rest of the town. The style used is best known for its striking sculptural forms and often dazzling ornamental detail that characterizes the buildings general shape. The radiant colors, rich patterns, and symmetrical silhouettes employed by this style were backed up by rich decorative features including gardens, courtyards, extruded arches, domes, pointed domes, vaulted ceilings, elaborate painted and inlaid designs, and decorative sculptures.
In Yêla-êi Bî tiny harmless tornadoes plague the town.
The Polevik near Yêla-êi Bî are known to be almost tame, such that they can be put to domestic use.
Yêla-êi Bî's citizens partake in a curious ritual relating to their local kami. It takes place in winter and involves long periods of drunkenness to channel Elven High Magic energies of tier 2 via speaking in tongues.

While private tutelage of worthy apprentices can be had even in most remote villages, Yêla-êi Bî is home to a proper school dedicated to teaching magic. Such schools are usually small, with no more than a few dozen pupils, most of whom will fail for lack of talent or discipline. The instructors are rarely first-rate, usually serving only for the pay and status, but sometimes a genius sorcerer will find a reason to observe likely apprentices here. Given the unfortunate accident potential of the school, it’s probably isolated or well-fortified.

History
In time immemorial, reportedly some time during the late 2nd century Yêla-êi Bî experienced an impossibly long, cold, and stormy winter unlike anything seen before. The worst of the disaster struck The storm coated everything in a thick layer of ice and freezing countless animals, plants, and people to death. Yêla-êi Bî lost 268 people, and 144 livestock in the disaster.. The disaster is remembered as the Damnation Screams, after the sounds of the winds.
